Highlights of Overland Park’s 5-year capital improvement plan south of I-435

An educational nature trail at the Overland Park Arboretum, the development of new public parks and a new police training facility are just a few of the projects that appear to be in store for southern Overland Park in coming years.

Over the last several weeks, the Overland Park City Council and city staff have been reviewing the city’s proposed five-year Capital Improvement Program, which forecasts future public improvements and new facilities in the city from 2024-2028.

Capital improvement projects have several funding sources

  • Among the nearly 20 different revenue streams used to fund the capital improvements is money from the federal pandemic-era American Rescue Plan, the county courthouse sales tax, bond proceeds and private contributions.
  • A significant portion of funding also comes from a special 1/8-cent sales tax that is set to expire next year, but the city has proposed replacing that with a 3/8-cent special sales tax that residents will be asked to vote on in a mail-in election this June.

Here are some of the highest profile and biggest ticket items that are currently included in the plan, which the council is set to vote on in April.

Sister City Park at 159th and Quivira

  • Details: The park will be named Bietigheim-Bissingen (or Bi Bi) Park in recognition of Overland Park’s sister city in Germany. The project includes the building of a “parking lot, restrooms, picnic shelter, playground, a walking path and a plaza area,” according to city documents
  • Project timeline: 2022-25
  • Price tag: $3.5 million

Police training facility

  • Details: Construction of a new police training facility with training rooms and an indoor firing range adjacent to the Jack Sanders Justice Center near 123rd Street and Blue Valley Parkway.
  • Project timeline: 2024-25
  • Price tag: $16.9 million

Overland Park Arboretum nature trail

  • Details: This project involves the design and building of an educational nature trail at the Overland Park Arboretum. City staff said this project will be fully funded through private donations.
  • Project timeline: 2023-25
  • Price tag: $3.05 million

Quivira Road, 179th to 187th streets

  • Details: Construction of Quivira Road from 179th Street to 187th Street to standard two lanes. A portion of Quivira Road between 183rd and 187th streets does not
    currently exist and will be connected with this project, as well.
  • Project timeline: 2024-25
  • Price tag: $18.7 million

Overland Park Soccer Complex turf replacement

  • Details: The synthetic turf on Overland Park Soccer Complex’s 12 fields will be replaced. The current turf will be 10 years old at the time of replacement and no longer be at “the quality expected for tournament play.” This project may also include work on the field’s drainage system.
  • Project timeline: 2025-27
  • Price tag: $2.5 million

Highland View Literary Park development

  • Details: Development of a public park adjacent to the Johnson County Blue Valley Library, near 151st and England. Features are set to include a literary-themed playground, walking path, small amphitheater, interactive stations, restrooms and a gathering space.
  • Project timeline: 2025-26
  • Price tag: $1.1 million

Golf course clubhouse upgrades

  • Details: The clubhouse at St. Andrews Golf Course will be renovated and the parking replacedElectric cart charging capability will also be added to the clubhouses at St. Andrews and Skyes/Lady Golf Course.
  • Project timeline: 2024-25
  • Price tag: $4.5 million

City Place trail linkage

  • Details: The proposed trail linkage connects an existing section of trail from approximately Neiman Road and 108th Terrace and connects to another existing section of trail on the east side of U.S. 69 Highway.
  • Project timeline: 2025-26
  • Price tag: $1.5 million

Switzer Road, 167th to 179th streets

  • Details: Project includes reconstruction of Switzer Road from 167th to 179th streets with an improved standard two lane thoroughfare with curb, gutter, storm sewers and sidewalks. It also includes a bridge over Coffee Creek and roundabouts at 175th and 179th streets.
  • Project timeline: 2024-28
  • Price tag: $25.2 million
